Pacific Bell, San Francisco, named Gary W. McBee executive vice president-external affairs, a newly created position. He had been vice president of the company’s Washington operations.
In Washington, McBee has been replaced by Ronald F. Stowe, previously vice president-government and commercial affairs for Satellite Business Systems of McLean, Va.
