Stanley Hulett, a San Francisco private consultant on natural resources, environment and water issues, was appointed by Gov. George Deukmejian to a $72,456-a-year position on the state Public Utilities Commission. Hulett, 47, is a former field representative for the U.S. Department of Energy. If confirmed by the Senate, he will replace William Bagley of San Rafael, who resigned.
