Will attend a fund-raiser in Bakersfield tonight.
Signed a bill (AB 2049) by Assemblyman Richard Katz (D-Sepulveda) to require trial judges to add five years to the sentences of criminals for previous convictions of serious felonies. Assembly Floor Action:
AIDS: Rejected on a 40-28 vote a bill (AB 3367) by Assemblyman Art Agnos (D-San Francisco) to clarify existing law so that AIDS victims would be classified as physically handicapped and thus be protected against discrimination in employment and housing. Reconsideration requested.
Tenants: Rejected on a 37-34 vote a bill (AB 3180) by Assemblyman Mike Roos (D-Los Angeles) designed to assure that information on tenant-screening reports is accurate by allowing renters to sue regarding alleged erroneous data. Forty-one votes required for approval. Reconsideration granted.
Bottle Bill: Sent to a Senate-Assembly conference committee a bill (AB 2020) by Assemblyman Burt Margolin (D-Los Angeles) to impose a one-cent deposit on beer and soft drink containers and allow consumers to return the containers to recycling centers to obtain refunds.
Drunk Drivers: Approved and sent to the Senate on a 60-1 vote a bill (AB 2783) by Assemblyman Bill Leonard (R-Redlands) to permit the Department of Motor Vehicles to sell lists of names of convicted drunk drivers to newspapers for publication. Senate Floor Action:
Honduras: Approved and sent to the Assembly on a 21-15 vote a resolution (SCR 85) by Sen. Barry Keene (D-Benicia) urging Gov. Deukmejian to reverse his decision authorizing the dispatch of California National Guard members to Honduras and calling on him to order them home.
Prostitutes: Approved and sent to the Assembly on a 38-0 vote a bill (SB 2169) by Senate President Pro Tem David A. Roberti (D-Los Angeles) to expand the legal conditions under which a prostitute can be arrested and charged.
Pass To Play: Approved and sent to the Assembly on a 26-8 vote a bill (SB 1492) by Sen. Joseph Montoya (D-Whittier) to require students in grades 7-12 to maintain a C average to be eligible to participate in extracurricular activities such as sports, band and drama. A similar “pass to play” bill previously passed the Assembly. Committee Action:
School Spankings: The Senate Education Committee agreed to reconsider a bill (AB 1617) by Assemblyman Sam Farr (D-Carmel) to prohibit spankings in the public schools for disciplinary reasons. It previously was rejected by a 5-4 vote with six votes required for approval.
