BALTIMORE — Mayor William Donald Schaefer, who guided the rebirth of this city’s once-decaying waterfront area, entered the race for governor today after spending months on the campaign trail as an undeclared candidate. Gov. Harry Hughes, also a Democrat, is barred by law from seeking a third term and is running for the U.S. Senate.
