Marvin Powell, a five-time Pro Bowl tackle placed on waivers by the New York Jets two weeks ago, was recalled from waivers and traded to the Tampa Bay Buccaneers for a conditional eighth-round draft pick in 1987. Powell, who played at USC, must make the team for the Jets to receive the draft choice.
