Dougherty Leads Foes in Race to Raise Funds

James Dougherty, the 4th District Ventura County supervisor who faces a long-shot candidate in his reelection bid on Tuesday, has won the fund-raising sweepstakes among supervisor candidates, according to financial disclosures released this week.

Dougherty raised $95,733 from Jan. 1 to May 17, the latest reporting date for campaign collections and expenditures. He began the year with a war chest of $18,737.

Most of his campaign funds--about $90,000--were collected from a $200-a-plate dinner held March 13 at the Westlake Plaza Hotel.

Dougherty, who lives in Simi Valley, had a cash surplus of $88,266 on May 17, reflecting a relaxed campaign to return as the Board of Supervisors’ representative from Simi Valley and Moorpark.

His opponent, Simi Valley engineer Mark M. Meininger, filed a candidate’s short form, signaling his intention to raise and spend less than $500.

In the hotly contested 2nd District race, incumbent Supervisor Edwin A. Jones led the field in fund raising. He started the year with $41,673 and had raised another $32,093 as of May 17.

Challenger Madge Schaefer, a Thousand Oaks councilwoman, garnered $30,862 this year and reported no cash surplus at the end of 1985.

Business executive Nathaniel (Bud) Glickman raised $26,924 this year and started with a cash surplus of $7,701 on Jan. 1.

Two other candidates in the district, which includes most of Thousand Oaks and parts of Camarillo and Oxnard, reported substantially lesser amounts.

John H. Byrd, a Thousand Oaks developer, collected $6,641 through May 17, and Tony Lamb, a senior-citizens advocate, filed the form for candidates who intend to raise and spend less than $500.
