A settlement has been reached in a $62-million lawsuit filed against the City of Los Angeles by the family of a 20-year-old man who died after police officers placed him in a chokehold, an attorney said. The city will pay an undisclosed six-figure sum to the survivors of James T. Mincey Jr., family attorney Johnnie Cochran Jr. said. In declining to disclose the amount of the settlement, Cochran and other family attorneys cited a secrecy order from U.S. District Judge Robert M. Takasugi. The settlement agreement will be made public when it goes to the Los Angeles City Council for approval. Officers used the chokehold on Mincey, a teacher’s aide for handicapped children, on March 22, 1982. He died without regaining consciousness two weeks later.
