Gregory W. Baugher, a state senior assistant attorney general in charge of Medi-Cal fraud cases, was appointed executive director of the Fair Political Practices Commission, succeeding John Keplinger, who resigned. In the $70,000-a-year post, Baugher, a member of the Justice Department since 1971, will be the commission’s chief civil prosecutor of accused political wrongdoers. Baugher, 39, a Democrat, is a criminal law attorney with experience in state and federal courts.
