A former Hong Kong bank chairman was ordered extradited to Hong Kong to face charges for his part in an alleged $28.5-million embezzlement scheme from Union Bank, but a federal judge allowed him to remain free on bail because of upcoming heart surgery and a pending appeal. Yin-Choy Oen, 68, had remained free on $900,000 bail for much of the time since his March 6 arrest, living under an unusual “house arrest” with a 24-hour armed guard paid for by Oen. U.S. District Judge Robert Schnacke, in ruling that there is “ample evidence of fraud” and “irregular loans,” also overruled prosecutor’s concerns and declared that Oen, an Indonesian citizen, could remain free pending Sept. 28 heart surgery.
