NFL May Budge on Free Agency

The National Football League will offer more movement to free agents, a spokesman said Sunday, but the proposal will fall short of the players’ union’s demand for unrestricted free agency.
John Jones, a spokesman for the NFL Management Council, said he hopes the offer will convince the players’ union to back off Tuesday’s scheduled announcement of a strike date for after the second week of the season.
The proposal from Jack Donlan, the Management Council’s executive director, is to be presented today to Gene Upshaw, president of the NFL Players Assn.
