Tropical Storm Cindy formed east of the Azores as the 1987 Atlantic hurricane season approached its peak period of tropical activity. The season’s third named storm, it was born over relatively warm waters and was not expected to strengthen on its path to colder, storm-killing water, a forecaster said. The season’s two earlier storms, Arlene and Bret, also died at sea. The new storm was moving northward about 930 miles southwest of the Azores with maximum winds near 45 m.p.h.
