Angola and the United States resumed high-level talks in a new attempt to reach agreement on independence for Namibia and withdrawal of Cuban troops from Angola. Chester A. Crocker, assistant secretary of state for African affairs, who held fruitless talks with the Angolans several weeks ago, flew to Luanda, the Angolan capital, for two days of talks. A State Department spokesman said the purpose was to discuss a recent Angolan proposal on Namibia and the Cuban troops.
