Rep. Jack Kemp, a presidential candidate, said he was told by the president of Honduras that U.S. aid should continue to Nicaraguan rebels despite a new Central American peace plan. On a visit to Tegucigalpa, the New York Republican said President Jose Azcona Hoyo “expressed his serious reservations” about the Sandinista government complying with the accord. Azcona “suggested the peace plan signed in Guatemala should not be used in the United States by opponents of assistance” to the contras, said Kemp, who is on a Central American tour with a group of conservative leaders.
