Public Broadcasting Service was the biggest winner in this year’s Emmy Awards for news and documentaries, taking 11 of 37 awards at the National Academy of Television Arts and Sciences’ annual awards ceremony in New York Tuesday evening. Other tallies: CBS, 10; ABC, 9; NBC, 6. NBC News doesn’t participate in the contest, but individuals at NBC News are allowed to submit entries on their own, said Bill McAndrew, a network spokesman. NBC’s “1986” program won three awards, as did CBS’s “Evening News With Dan Rather” and ABC’s “20/20.”
