Ethiopian leader Mengistu Haile Mariam convened his country’s first elected Parliament, clearing the way for an end to 13 years of military rule. The 813-member Parliament, called the National Shengo, was elected in June under a new constitution substituting civilian institutions for the military administration that has ruled since the 1974 Marxist revolution that overthrew Emperor Haile Selassie. Mengistu is expected to retain wide powers as president of the new People’s Democratic Republic of Ethiopia.
