Appellate Judge Named to Head Ethics Office

WASHINGTON — President Reagan on Friday named District of Columbia appeals court Judge Frank Q. Nebeker as director of the Office of Government Ethics.
Nebeker would succeed David Martin, who resigned after a congressional battle with Atty. Gen. Edwin Meese III over Meese’s failure to disclose assets of a blind trust. Martin had acknowledged that his office failed to follow up on financial disclosure forms listing the blind trust.
