Senate and House members seeking a compromise on a way to trim the budget deficit said they are close to making a deal. The measure under consideration would order $23 billion in spending cuts and revenue increases in fiscal 1988, which begins Oct. 1. It would add $36 billion in cuts and higher revenues the following year, and finally balance the budget in fiscal 1993. Another section of the proposal would establish guidelines for cutting the defense budget.
