Libyan leader Moammar Kadafi claimed victory in the war between Libya and Chad, indicated he intends to keep the disputed Aozou Strip and said the conflict is over, the Libyan news agency JANA reported. Chad dismissed the apparent declaration of peace as a ploy to keep control of the disputed zone. The two countries fought several battles over the strip before agreeing last week to a cease-fire arranged by the Organization of African Unity.
