Harassment of Asians and Blacks Increasing in Britain, Study Finds

Racial harassment is growing in Britain, and few areas are completely safe for Asians and blacks, a government report released Thursday found.

One in four Asians and blacks are racially harassed in some London areas, and racial attacks occur in middle-class suburbs, the Commission for Racial Equality found.

Its report, “Living in Terror,” is based on a national 1986 survey in England, Scotland and Wales of organizations and authorities involved in combating racial harassment.

Blacks and Asians make up about 5% of Britain’s population of 56.6 million.

The report cited a study carried out in Newham, East London, in 1986, which found that one in four of the minority residents had been victims of racial harassment in the previous 12 months. Two out of three were attacked more than once.

The report found that only a third of local authorities surveyed had devised a policy on racial harassment and the majority of those were not implementing it.
