MOSCOW — The Soviet Union conducted an underground nuclear test today at the Semipalatinsk test site in Soviet Central Asia, Tass said. It was the 16th underground nuclear blast since the Soviet Union abandoned a unilateral moratorium on Feb. 28. The press agency said the blast was “carried out with a view to upgrading military technology.”
