A pro-Syrian magazine, citing a “breakthrough” in secret hostage negotiations, said plans are being drawn up to release all 23 foreign hostages in Lebanon--including eight Americans. Quoting a “highly informed source,” the Ash Shiraa weekly, which broke the news of the U.S.-Iranian arms-for-hostages deal, said that Anglican Church envoy Terry Waite, 47, and West German businessman Rudolph Cordes, 54, would be freed at the end of the month. The rest of the hostages, the Beirut magazine added, would be freed some time later.
