Los Angeles civic leaders charged with drafting a “blueprint for action” against drugs submitted a report with 14 specific recommendations, including stiffening of penalties for adults selling narcotics to juveniles and setting aside a courtroom to handle only drug cases. The panel held three public hearings and two months of private meetings to draft the report that was made public jointly by Mayor Tom Bradley and Police Chief Daryl F. Gates. Among other things, the panel recommended that the city support a weeklong anti-drug campaign, “Californians for Drug Free Youths,” planned for next month, and urged the media to increase public service announcements and coverage of drug-related issues.
