Los Angeles County has begun phasing out a unique detoxification and rehabilitation program for drug addicts at Rancho Los Amigos Hospital in Downey as a result of budgetary constraints, said Carl Williams, director of hospitals for the Department of Health Services. The program was intended for patients who have a medical problem in addition to drug addiction. It is to be closed when the 18 current patients have completed treatment.
