Resignation in German Scandal

KIEL, West Germany — The Christian Democratic premier of the state of Schleswig-Holstein said today he will resign early next month because of a widening political scandal over dirty campaign tricks being compared to the U.S. Watergate affair.
The scandal was uncovered on the eve of the Sept. 15 state election by the magazine Der Spiegel. It quoted a press aide as saying Premier Uwe Barschel had ordered an illegal campaign to discredit his Social Democratic rival, Bjoern Engholm.
