Juan Antonio Samaranch, President of the International Olympic Committee, attending the annual meeting of Socialist sport ministers at Soukhoumi, a Soviet Black Sea resort, appealed to 19 communist states to compete in the 1988 Olympic Games at Seoul, South Korea.
North Korea has threatened to call for a Communist boycott of the Seoul Games, which will open in less than a year, if Pyongyang is not allowed to be co-host of the Games.
