Another late-night round of contract talks produced no breakthroughs in Chicago’s three-week teachers’ strike, discouraging union and school board officials alike. “There was fractional movement on the part of the union--not enough to open schools next week,” said Bob Saigh, school board spokesman. Meanwhile, strikes continued in seven states, idling 32,947 teachers and 498,601 students. The strikes have shut out 430,000 children in Chicago, 26,000 in Little Rock, Ark., 15,000 in Youngstown, Ohio, and the same number in Elizabeth, N. J.
