Gorbachev Back on the Job

MOSCOW — Kremlin leader Mikhail S. Gorbachev, who has not been seen in public since Aug. 7, has returned to Moscow and is due to meet a French delegation Tuesday, a Soviet official said today. Gorbachev’s long absence had prompted speculation that he was ill or facing political opposition, but Soviet spokesmen said last week that he was on vacation and in excellent health.
