Local news in Brief : Countywide : Two Appointed to Head South Coast Water Panel

The South Coast Water District’s board of directors recently announced the appointment of two area residents to the district’s citizen advisory board.
Olav Skartland of Dana Point will be chairman of the committee, while Jackie Ludlum of Laguna Beach’s Three Arch Bay district will be vice-chairwoman.
Skartland, according to a district statement, is a 42-year veteran aviator who has flown for the Navy and for private corporations. Ludlum is a 33-year veteran educator with the Los Angeles Unified School District who is involved in several county community service projects.
The two will head the committee, which is a liaison between the community and the water district.
