William A. Wise, 43, has been named president and chief operating officer of El Paso Natural Gas Co., an interstate natural gas transmission firm that delivers half the natural gas used in California. Travis H. Petty, who had also held the post of president briefly, remains chairman and chief executive. Wise previously was an executive vice president. No successor for Wise has yet been announced.
