David L. Meadows has been named senior vice president and treasurer for Pacific Savings Bank, Costa Mesa. He had been a vice president/investment manager for the bank. In his new position, Meadows is responsible for overseeing the investment of the bank’s liquidity portfolio, forecasting and managing its cash requirements, pricing assets and liabilities and administering brokered deposits. Before joining Pacific, he held a similar treasury-related position at Hilton Hotels and worked as a financial analyst at Tosco Corp.
