Maxicare Health Plans Inc. has appointed Eugene L. Froelich executive vice president-finance and administration and chief financial officer. Froelich, 47, succeeds Thomas Zimmerman, who resigned last month. Froelich, a former MCA Inc. executive, has been president of the Los Angeles-based financial and business consulting firm, GFE Inc., since 1984.
