Vacancy Rates Decline: The national office vacancy rate in both downtown and suburban markets declined in the first quarter of 1989 while the industrial vacancy rate remained unchanged, Coldwell Banker Commercial Group said. Office vacancy rates March 31 were 16.1% for downtown areas, down from 16.2% for the previous quarter and 16.3% for the first quarter of 1988. For suburban areas the rate was 21.4%, down from 21.5% for the previous quarter and 22.3% for the first quarter last year.
