Todd Sends Layoff Notices: Todd Shipyards has notified its entire work force of about 1,000 that they may be laid off by June, but the company said it does not anticipate a mass furlough. A Todd spokesman said the notifications were sent to comply with a new federal law on plant closing. Layoffs and recalls are common, though unpredictable, in the shipbuilding industry, he said. The company will deliver the last in a series of new Navy frigates it is building this June, but the delivery will not necessarily result in a major layoff. About 200 to 300 Todd workers are assigned to the frigate program.
