WASHINGTON — President Bush has selected Lt. Gen. Ronald L. Watts to become the next inspector general of the Army, the Pentagon has announced. If confirmed by the Senate, Watts, 54, will succeed Lt. Gen. Henry Doctor Jr., who is retiring.
