Bush Picks EPA Official

WASHINGTON — President Bush has announced that he will nominate attorney Frank H. Habicht II to be deputy administrator of the Environmental Protection Agency. Habicht, 36, is affiliated with a firm headed by former EPA chief William D. Ruckelshaus.
