NATION : Welfare Training Program Outlined

WASHINGTON — Health Secretary Louis W. Sullivan today outlined a program for states to help poor families get off welfare and become self-sufficient through education and job training.
Under the program, one parent in two-parent welfare families will be required to work at least 16 hours a week in the public or private sector as a condition for receiving benefits, and single welfare parents with children 3 years or older will have to participate in employment and training programs. Also, teen-age parents who have not completed high school will be required to return to school or work toward an equivalent degree.
The program also includes a provision requiring states to guarantee child care for parents who participate in the education and training activities.
