Complaint to Be Filed on Long Train Stoppage

Downey is filing a complaint with the Public Utilities Commission that a Southern Pacific Railroad train violated state law by stopping at least 30 minutes last week during morning rush hour, a city official told the City Council Tuesday night. State law authorizes a train to stop for 10 minutes.
Five people telephoned City Hall reporting the incident that occurred last Tuesday at 7:15 a.m., according to Public Works Director William Ralph.
Train tracks divide the north and south sections of Downey, said Ralph, who expressed concern that emergency vehicles could be prevented from entering Downey Community Hospital south of the tracks.
