Clinton May Delay Budget to Congress

President Clinton may wait until a week after the legal Feb. 3 deadline before sending Congress his annual budget, White House aides said. The administration doesn’t want to make the fiscal year 1998 budget public until after Clinton has delivered the State of the Union address, tentatively scheduled for Feb. 5.
