New charges were brought against the sergeant major of the Army, this time involving a woman who said she believed that he abused his power by grabbing her. She is the sixth woman who has implicated the Army’s top enlisted man. The newest charge against Gene C. McKinney alleges assault and maltreatment of a subordinate. The woman, who was not identified by Army investigators, said McKinney grabbed her by the shoulders, pulled her toward him and asked if she wanted to kiss him. The incident was alleged to have occurred on Aug. 5, 1996, at Patrick Air Force Base in Florida. Four women have testified at a Ft. McNair hearing on whether McKinney should be court-martialed on sexual misconduct charges.
