City Imposes Moratorium on Bed and Breakfasts

Responding to complaints of excessive noise and traffic, the city has imposed a 45-day moratorium on new bed and breakfasts in residential neighborhoods.
The moratorium, begun earlier this week, was triggered by the proposed conversion of an 11-unit apartment building on Flores Street that is more than twice the size of the typical bed and breakfast, said City Atty. Mike Jenkins.
“In the past, we didn’t define what we meant by a bed and breakfast. We want to define it now,” he said.
Property owner Bernard Hoffman said he had notified the city of his intent to convert the 11-unit building five months ago, to generate more income. “They’re making the law retroactive, depriving me of the right of due process,” he said.
