Woodland Hills-based Foundation Health Systems Inc. said second-quarter profit rose 4.3%, before charges related to the April merger that created the company resulted in a $200.1-million loss. Profit from operations rose to $62.8 million, or 50 cents a share, from $60.2 million, or 48 cents, in the year-earlier quarter. Charges totaling $262.9 million, or $2.09 a share, resulted in a loss of $1.59 a share.
