Passenger Levy

The headline says “LAX to Lower Landing Fees but Raise Levy on Passengers” (Aug. 20).
With the L.A. airport’s landing fees still lower than those in the other largest airport cities, and with airline profits and stock prices at all-time record levels, why is it necessary to institute a “passenger facility charge” to take $75 million from airport passengers and give it to the airlines?
It makes absolutely no sense unless it is a political payoff to the airlines.
